A note has been received from the German Ambas-

sador at this Court, copy of which is enclosed, re-

questing that instructions may be sent to the British

Authorities at Hongkong to allow the exportation

from that place of certain consignments of arms

and ammunition, conveyed on German ships to Port

Arthur and Vladivostok.

I am directed by the Marquess of Salisbury to

request that instructions may be sent to the Governor

of Hongkong in the sense desired, if Mr. Secretary Chamberlain should see no objection to such a course.
